It could be a 2 year old fish - the size is right, as Mike said.
The only 2 year old fish that got a fin clip in 2020 were Illinois' fish, because the pandemic shutdowns prevented the feds from traveling around to clip the other states fish. So, it could be a 2 year old Illinois fish.
Or it could be a smaller-sized 3 year old from somewhere in the south end.
I wouldn't call it a stray until it actually ended up in a tributary, personally. It could have been an Illinois fish making its way towards their harbors, or a Michigan fish heading towards southern Michigan. But there is straying, it is part of their life history strategy. Jacks are more likely to stray than 2 and 3 year olds.
Our Indiana data is from Trail Creek, and generalizing across years, about 75% of 1 year olds returning were from Trail Creek stockings, 85% of 2 year olds, and 90% of 3 year olds. So in terms of strays, 25% of 1 year olds were strays, 15% of 2 year olds, and 10% of 3 year olds.
Strays are mostly from neighboring areas - Illinois harbor stockings or far southern Michigan stockings like the Galien, St. Joe, Black river, etc.
