Yes Malone makes balloon tires for launching on a sandy beach but I do not know if any can be used for out riggers.

Man the kings are big this year. I'm up in Wisconsin and finally was able to get out this year on Saturday. The sunrise bite was intense and I lost my first two. My 3rd bite darn near swallowed my fly on my flasher fly and was a new PB. 40.5" and 28.2 lbs. My bite dried up after that, but I was exhausted anyways. Still sore a couple days later. Need to get back into pedaling shape!
